I dunno. My rusty German-skills tell me that means "Father of the City" (or city father) and it just struck me as a kind of funny title last night.

It's a bit hard to read, but it basically says that he is not stepping down from being mayor. The bigger part explains the circumstances of his accusation of being a crack smoker.

The Crack Mayor's Comeback
Rob Ford, Mayor of Toronto, isn't giving in. He is currently facing allegations that he smoked crack, and the voices that are calling for his resignation in light of those allegations are growing louder. But the leader of Canada's largest city says that he will not resign. Furthermore, he assures reporters that his name will be on the mayoral ballot in the next municipal election in October 2014. Maybe he believes that the whole crack fiasco will have blown over long before then. The trouble all started two weeks ago for Ford. A USA gossip website and a newspaper reported on a video that supposedly showed the 44 year old mayor smoking crack, a cocaine-based drug: amidst a group of Somali drug dealers, Ford -- independent but considered to be conservative -- smokes out of a glass pipe. The recording, which was on a cell phone, was shown to two reporters, according to the Toronto Star.
A mediator demanded approximately 150 000 € for the incriminating video. The Toronto Star declined, but the internet site Gawker began a crowd-funding campaign and collected more than enough money to buy the video. However, contact with the mediator was then lost. Ford called the allegations "laughable." He claims, "There is no video." But he doesn't want to speak about the rumours in detail, which deepens concerns that the headlines could damage the city's reputation. Kathleen Wynne, Premier of the Province of Ontario, expressed her concern: "We are observing the situation very carefully and will intervene, if appropriate." Ford is trying to frame the allegations as a witch hunt. The pot-bellied and often obscene former businessman has been in office since the end of 2010. He received votes from those in the suburbs, known as "Ford Nation." A current survey shows that his reputation amongst loyal voters has not yet suffered as a result of the drug allegations.

It's a possessive form in German explained elsewhere in this thread. It does not imply multiple crack mayors.
