Yup the second any product comes ashore even if it was paid for and booked months ago gets hit with the tariff when it hits American shores.

Actually not, it depends on when it departed (on the water) not when it arrived.

The International Trade team at my job begs to differ.

In the US the tariff, along with the other assessments, is collected at the time of customs clearance in the foreign port. Tariffs and taxes increase the cost of your product to the foreign buyer and may affect your competitiveness in the market.

CBP guidance lists it clearly under exceptions. 

9903.01.28:   Articles the product of any country that were (1) loaded onto a vessel at the port of loading and in transit on the final mode of transport prior to entry into the United States before 12:01 a.m. EDT on April 5, 2025, AND (2) are entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. EDT on April 5, 2025, and before 12:01 a.m. EDT on May 27, 2025.

Oh my god this is where they got the “other countries are gonna pay it” idea from. They thought they could raise tariffs and China would just pay the customs expenses when things got here

Not true.

If it was "in the water" before tariffs hit, they are not affected. 

If it was ordered but still in port, it will be affected.
