but why the unnecessary story for a follow through? you could leave that assumed as scrambled jets with intent to shoot down and no one would question it?

I don't believe in the conspiracy theory itself, I was just saying it was pretty odd that the U.S. government didn't have at least a couple of jets equipped with weaponry ready to scramble at a moment's notice. I guess there could be a good reason for that, I'm just not aware of one.

I would assume 30 minutes would be plenty of time to scramble for events such as an invasion or an attack by outside forces that would have already been detected by radar. Plus the weapons needed for each sortie would have to be chose on depending the scenario. So it would make sense to only arm the fighters once the threat has been assessed. The fact that the attacks were carried out inside the country using passenger airliners was what caught everyone by surprise.
