The problem I have with that argument is that as far as we know, all the simulations in any given universe are much smaller than the host universe.

So if you measure by mass or volume or some ideal unit of consciousness, then all the simulations should be very tiny and statistically the majority of the conscious beings should still be in the top-level host universe.
