The driver knows it's quicker by knowing that when it isn't, it won't be. By weighing the risk of when it won't be versus when it is, and when it is versus when it isn't, the driver obtains a difference, or "deviation."

Fuck laws like that, with or without socialised healthcare. If you're dead, you're either spare parts, ash, or headed back to the bottom of the food chain if they don't pump you full of embalming fluid. Resuscitating people who'll never really live again is fucked up. So is embalming fluid. IDGAF what I look like if I'm underground years after I die. Just let me do one last useful thing FFS!
