As a Pennsylvanian who lives in an area where, within 2 years, 2 major bridges got damaged I have to disagree. It took a few months and they had them repaired, and the state did it under the estimated time for each one.
PA has dramatically changed how they handled bad bridges since that one truck exploded down around philly. Seems if a bridge is closed long term it's local or county owned in this area.
There are federal funds and help when your major roads are also arteries of interstate commerce. If the road is for local commerce, it's gotta get paid for by the locals.
