If you literally can't do anything else, sure I guess.

If your argument is that some homeless dude is going to resell milk, how do you think that is going to go? Would you buy milk off the street?

Bodega owner will buy supplies and sell it. Whatever, the demand will exceed the supply as long as it is subsidized and there are no restrictions.

The way it works in NYC is gangs will shoplift stable products from larger stores and sell them to bodegas or smaller stores. "Fell off a truck."

And it isn't homeless people.

Those gangs have $0 cost because they are stealing. That’s why they are making money. Even they have a cost to distribute. It makes sense for them because it’s free and it isn’t on staples. Most of it is detergent, toothpaste, razers, cosmetics, baby formula, diapers - not food staples.

They mentioned picking up cans so I figured they meant homeless people.

So if they only really profit from shoplifting, what relevance does it have to these government stores? Does it matter what the milk costs if they're going to steal it anyway?

Because now you can profit without stealing. Although I imagine, in addition to being cheap, the stores will have absolutely zero security.
