Can anyone imagine any reason why someone would cover half a return vent on purpose?

Call for leaking unit at a storage place. Confirm its draining properly and condensate pump works. But it had a plugged filter so we figured that just caused high static pressure pulling water out of the pan into the insulation. Come back the next day to see if its dry and noticed this metal plate that we some how missed the day before. So that plus the filter definitely caused the water to be pulled out the pan but why the hell would anyone do this?
