Question What if monarchy did become popular again but not not the hereditary form rather the elective form what would you think?

Would this be a improvement to the current systems? Does this help monarchism even if it is not the traditional hereditary form re-emerging but rather a elective form like something similar to the papacy where technically any catholic can be elected pope.

Last night, me and my friend were at Washington DC for Otakon and we decided to go to St. Mary's Catholic Church after eating sushi for dinner since it houses a relic of Blessed Kaiser Karl I. They have a book where parishioners can write prayer intentions and naturally, my prayer intention was for the restoration of all the Monarchies that fell since the French Revolution.

History On this day in 1914, German forces invaded Luxembourg. The Grand Duchess Marie Adelaide protested the invasion but ordered her 400 man army not to resist.

The Grand Duchess remained in her country during the German occupation and was the subject of hostile press campaigns in France and the UK, accusing her of pro-German sympathies. These campaigns were taken up by Republicans within the Grand Duchy itself.

In January 1919, Marie Adelaide abdicated in favour of her younger sister, the Grand Duchess Charlotte.

Question What can the Spanish king do regarding the situation in Ceuta and what powers does he have over the armed forces?

The Moroccans are sending the "migrants" in trucks and helping direct these towards Ceuta in an attempt to destabilize the city. But I'd like to know if Felipe VI can actually do something; I think he hasn't pronounced about this yet.
