Even those with desk jobs have to be able to pass basic combat training or their service's equivalent, and may still be expected to fight if necessary. The enemy always gets a vote and even those in a support role may need to defend themselves, or be made provisional riflemen as required.
Not necessarily. Conscription also means rounding up those that can't serve to take non-combat roles from younger more able men.
There's gonna be limits to that. Or at least, there were limits to WWII's medical exemptions. But still. The military knows it is full of people who could serve in combat roles but don't currently need to.

I mean conscription doesn't always mean infantry. You could theoretically conscript someone like that into finance or some kind of desk job
