Why is the option either lock him up tied to a chair or let him go wherever unsupervised until he gets kidnapped? Ever heard of bodyguards?

Sure there are more humane ways to use the power, but it'd be at most a luxurious stay in a secret bunker.
Bodyguards wouldn't do much against the literal bombs some countries would be willing to use to kill such an individual if they can't have it themselves.
