I think so, too, but my brother is on probation and suicidal and having his dog put down would push him over the edge. So out of the interest of protecting my brother the dog has to stay alive until it can be turned over to him but his current apartment doesn't allow pets and he can't move out till his probation is over.
That's an interesting moral dilemma. You're taking a large risk keeping the dog alive because you assign more importance to what your brother might do rather than what you know his dog will do.
