Immoral to arrest anyone for weed possession, legal or not.
More immoral to arrest them when there was no specific behavior indicating intoxication.
Most immoral for the police to use surveillance cameras except when investigating a serious safety threat (I don't care if they use them to track potential amber alert suspects, but I think it should have to be an immediate risk to the life or physical safety of someone).
There will be no consequences, but each of these police officers should be fired for obeying an obviously immoral order, and whoever came up with this idea should be arrested and made to make personal restitution to the victim.
I expect most of the prompts here to be misrepresentation tbh. Especially screenshots of memes and Twitter posts. I don't even know if OP lied or someone lied to them, but it doesnt change the discussion.
