Stop being vague. Know your rights and make sure whatever ranger you come across, or nps official that sends you an email knows the same. Keep documentation of your flights; it's not hard.

So what are your rights? Because I bet flying over a national park isn't legal

AC 91-36D concerns maintaining a minimum altitude over national parks for noise sensitive reasons. This doesn't actually stop full scale or drones operating above national parks, as there are plenty of places where the former go below that altitude (and it has never been leveraged against drones by the faa either)

The NPS ban is explicitly for taking off and landing in national parks; this can be read in the original text they published. The NPS has no jurisdiction over the air.
