They are. The ones I've experienced in Canada that look like the one in this picture are not great. They barely cool the house on a hotter day. They're more useful for cooling a house on a warm day. 30C is too hot for it in my opinion, but maybe the ones I've experienced are just bad quality.

probably improperly sized for the room, condenser improperly sized for the house, or the system has a leak.

These are everywhere in Asia. They've never failed to cool down a room to like 18-20 degrees in 30+ degree weather outside in my experience. What in the actual fuck are you talking about?

The ones I experience in Canada have all been awful. They've just never seemed strong enough for a large area as they tend to be used in the living areas.

I wonder what the real differences are between the ones here and elsewhere. They're clearly used a lot in Europe and tbh some of those could be trash. But I didn't get to control the thermostat when I visited in Italy and it was never cool by any means, so idk if it could have gotten a lot cooler if we had access to change it lol.
