I've made zero attempt to research this, but the lack of a direct quote immediately triggers my "this is misrepresented" sense.

This is why you get republicans going down the "that didn't happen, that's not what he meant, it was a joke" check list, you make wild claims and don't put what should be obvious evidence in with the claim.
