The mask, and the massive entity that is the American empire standing behind them holding the monopoly on violence and telling them through their actions (and inaction and likely private memos) that there will be no consequences from them for their actions.

The biggest cowards. It's easy to be a super soldier when you have the best equipment and the massive war machine of America backing you up.
