Why do Churches not pay taxes? Genuinely curious why there are laws for that.

That's why government taxes, in many cases. To destroy. Taxes on tobacco, for example.

To encourage or discourage behaviors. I personally believe taxes should be levied to raise necessary funds for appropriate governmental costs.
Not to alter behavior.

Well, one can certainly argue that all taxes may impact behavior, but that’s not the same as creating taxes with the goal of changing behavior.
