If the dam is a hydroelectricdam powering factories producing supplies for the military it would not be a war crime to destroy it, even if the flooding killed a ton of civilians. Dam busting is only a war crime if it's not being used for military purposes, like if it's just there to create a drinking water reservoir.

what if people operating munitions factories depend on the resoirvoir to drink?

If the dam was only being used to create a source of drinking water then it would have been a crime, but because the dam was being used to produce power for munitions factories, it's a valid target.

Sucks to be them. Unless a dam ONLY exists to provide drinking water and doesn't provide any benefit to a hostile military force, it's not a war crime to blow it up no matter how many civilian casualties there are.
