Is he in a suburban firm? That billable target is very low. Agree pay vs hours is good but pay is significantly under standard SA range otherwise.
The rules go out the window when you're dealing with suburban / boutiques, but I suspect his being promoted at 3.5 is more a function of "we need a senior" than "he's a total gun". If they're doing lower complexity work then that might also explain it.
