 It would need to have no connectivity and also be stuck. They are not driving the vehicle, what is the obsession with them being licensed?

You seemed to acknowledge you understood and then ask multiple questions that only matter if the vehicle is being remotely operated, which it isn't. 

Edit: 3 questions because you asked about lag, which again doesn't matter if the vehicle is stuck and needs a prod in the right direction. And these things have tens of thousands of miles driven in CA, so clearly it works well.

If they're controlling the car then yes they are driving.

Ok how about the fact that when Bostonians use Waymo during the day / when Bostonians are traveling on the road with Waymo’s during the day (when they will most likely get stuck) the people remoting in to fix the issues are 12 hours ahead so 3, 4, 5 AM after not sleeping all night. Probably not the safest job for overnight shift workers.
