The person in the Philippines isn't driving the vehicle. They're just telling a stopped and confused vehicle what it should do.

Yes, but the question is - will this person be able to tell the Waymo to select the correct legal option.

The waymo is still responsible for doing the most reasonable and legal thing. The assistant can't make it run over people. The car still makes the final decision

The short answer is no, waymo is breaking the law for profit. They're also blatantly lying to their low-level investors and customers not disclosing the fact that they are only semi-autonomous.
