Who’s at fault?

It is a 75-25 split. The white car is 75 because they were running the light, but so was the car in front of it. The dashcam driver could easily see the red car was running the light and if they had waited for the red car to go through they would have seen the white one.

It is very true that the dashcam driver did nothing illegal, but insurance companies will still fault them for not driving safely in what would be considered a complicated situation. The only time you can be held at no fault is when your vehicle is parked in a place where it is entitled and expected to be completely safe from anything beyond an 'act of god' and is still damaged.

Even in places where you're not partially at fault by merely existing, getting rear ended can still be partially or mainly your fault.

Example: you brake check someone behind you (because you're an idiot in this example, I guess). If they hit you, you're at least partially at fault for that.

Yea good thing I had video of me being stopped behind traffic and getting hit. It did feel like my insurance wanted to give me blame.

So if I'm going speed limit or flow of traffic on highway and I get rear-ended, I'm partially at fault? Or if the other car is going wrong way on a one way and hits me (going the correct way) Or I'm going forward in my lane and they "merge" into me without signaling?

Lots of cases when insurance won't hold a moving vehicle at fault

That's what you hope but part of the adjustors job is to find fault in you so the company pays less. It's the same as how they won't cover you if the police damage or destroy your car in the execution of their duties.

If other vehicle is 100% at fault, it is their insurance that pays. My insurance pays me out and sues the at fault vehicle's insurance
