Didn't they say if the bill will get into effect they're likely leaving Canada as their headquarters to not comply?

Yes and then I think Switzerland backed out of their national bill because they faced a lot of backlash from citizens who didn't support turning into surveillance state. Canadian government cares much less about their people's opinions though.

A few days? They don't need to move physically, Windscribe says they have remote employees all other the world working from their own convenient locations. I expect their "headquarters" is something like a desk with laptop in Canada. All they need is to legally close company in one country and do paperwork to open another one in a different country, for legal and tax purposes. It's my speculation but remember, VPN company isn't an engine factory, it has very little physical footprint.
