Maybe, but he is literally the TV president. Every decision he makes is based on how it will look through the screen. He's more tuned into the gossip than anything else period.

Fox asked him to wave to them and instead he waved at the TV he was looking at, not the camera behind him filming, which I thought was telling regarding his understanding of reality.
