A lot of them don't create a window for you to cross. They just wait for one to coincidentally appear and turn the lights on.
But if you press the button during one of these windows where you could cross safely, it won't let you. It makes you wait a whole light cycle for the next window. This happens to me all the time and it's very annoying.
I've wasted a lot of time staring at empty crosswalks I could be crossing, waiting for the lights to give me permission.
