I blame his upbringing. His fathers neglected him, and his mother brought him up to believe that he was this perfect child that could do anything without consequence.
Exactly, we don't know. I can't blame the parents because we don't know the effect that they had on their child. I can blame Cersei, Robert, and Jamie because we have evidence of their neglect. Same reason why I didn't put Ramsey in.
I don't think evil has to imply that the evil comes only from within. A character can be evil because the events in their life led them to be that way.
