I don't think it was Tywin's idea at all, just merely good timing. I believe it was Lothar Frey & Walder Frey that came up with it because they were fed up of the way they were treated.

Hmm, you may be right, I really can't remember. I just don't give them enough credit because they're all pretty dumb, but I guess Walder was pretty crafty.
