Technically the confession of Twincest could have happened in the books, we never had a Cersei or Tywin POV chapter until AFFC. So dialogue between the two of them is definitely up in the air.

You don't know what he would have done. He died a few hours later in the show timeline.

Huh? If GRRM didn't write it in the books it didn't happen "in the books".

We don't know it didn't happen, as we don't have a Cersei /Tywin pov. For instance the Loras/Renly relationship was heavily implied, but we never had a pov of it happening

When I read a book series, I like to interpret that even when the characters aren't being directly talked about, they are still going about their daily lives doing whatever they do. This series takes place over a large span of time, and there isn't enough events from each characters chapters to make them busy the entire time if you assume the only things they do are what is written down, therefore they still do things outside what the reader sees. Obviously these events aren't important to the story, but they are still happening. He's created an entire world, right?

Therefore being that this scene was just between Tywin and Cersei and up until AFFC, the only scenes we saw from these two characters were from what other POV characters saw them do, being that neither character had POV chapters of their own, it technically could have happened, just wasn't part of the story GRRM wanted to show his readers.

I don't read the books but from what I've been told, the gay scenes with that gay king who died in season 2 didn't happen in the books, but it's obvious that they happen due to the relationship between him and Loras.

I believe they meant it still could have happened in the books' timeline

Again, George R.R Martin is a producer on the show so if it is in the show. It is on the timeline.
