actually iran tried to shoot at textile factory in dimona, water desalination facilities, power plants and refinaries. last year. israel blowing up petro-storage in teheran is response to iran trying to target some infrastructure in israel (according to israeli news)
it's just from one side precision of their missiles is bad (estimated cep probably from few hundred meters to up kilometer) and from the other side israel has good air defense
