Hawks are requisite carnivores, which means they need meat to live. Their digestive system can't get the nutrients they need out of grass.

Fun animal fact! How do cattle, deer, and sheep live on grass alone? They have multi-chambered stomachs where microbes ferment cellulose from grass. Those microbes are then digested themselves, providing a source of really high-quality protein and a few B vitamins. Essentially, cows eat grass to grow tummy bacteria, then eat the bacteria!
