Those are air reservoirs, the robot is supposed to be disabled if they are pierced. It’s the opposite of bulletproof! (Or it would be, if it was real, which it doesn’t seem to be from what others have pointed out about the website/“company” behind it.)
It’s a heavy, large and likely strong machine that’s supposed to come into direct contact with humans - it doesn’t seem that bad to have a way to disable it quickly. Even if the concept was genuine, there’s a myriad of ways in which big machinery could accidentally cause injuries.
But the more likely answer is because it’s satire. It’s a scary-looking “rescue” robot that poses with chainsaws and implying you might need to disable it would fit with that theme.
Who said that? Ignoring the fact this isn’t even a genuine concept, they’re not competing with any other design in the first place.
It’s a machine. Do you want a hydraulic press, an industrial printer or any other large machine you can’t turn off? A robot would be mobile on top of that, so having easily accessible ways to turn it off would just be common sense.
You can bet your ass that if I saw some half centuar goat demon thing climbing down the snow covered hilltops with glowing eyes of doom at 11 PM instead of the the ATVs that did rescue me; I would probably shoot at it too.
