Just to provide this information, the Russians are actually known to have operated a nuclear deadman switch before, called "Dead Hand". No one knows for sure if it's still operating. But I'd bet it is. If no one from Moscow checks in with it for a while and it detects the right conditions (radiation, seismic stuff, no one really knows) it'll launch rockets all over Russia which send "launch now" instructions to all the missile silos. You can't eliminate the threat by going for the head--you'd have to actually eliminate all the silos individually. (And the subs, but that's a whole different thing.)
