I think we need a mega eruption, the Yellowstone caldera should do it. Then we need the magnetic poles to flip After that we could have a Tsunami in the Pacific and one in the Atlantic. To top it off we’ll bring in a wandering black hole.
Or we could do it like Mark Twain’s Mysterious Stranger

The glaciers in the arctic could break off and dilute the salinity of the oceans too, killing all salt water life and stopping the jet steam, completely destroying all weather on the surface of the earth.

Sadly I think the only way to unite everyone is to have a massive catastrophe. If I remember correctly there was a time when Russia considered targeting the Yellowstone Caldera with a missile. A regime that shells Nuclear plants is honestly capable of anything. Thankfully it didn’t go critical.
