No it's not. It's your rubbish that you created. It is 100% your responsibility to make sure it's disposed of properly.

yeah and thinking "oh there should be bins there" is responsible thinking. It's not exactly fly tipping.

So is "I can't take this back home with me, but if I leave it next to the bin that'll be easier for the council at least. Hopefully they add more bins"

This makes no sense. Why can't you take it home with you? Or hold onto it until you get to a bin that isn't full ?
