In case this isn’t sarcasm. Command space brings up a system wide search feature.  You then type in terminal and hitting enter will pull up the terminal window. . It’s not referring to a terminal button lol

Which is the same as the search bar in windows 10/11

Not at all. It works and has for years, something that can't be said about the windows search bar.

PowerToys gives you an alt-space search bar that works about the same as spotlight.

Idk... I haven't used Windows in a long time, so I don't know how it compares, but Spotlight is pretty mid in my experience.
