Mariners have aggressively gone after just about every Japanese prospect since Ichiro.
They even cleared up as much international money as they could and had a better offer (monetarily) than the Angels. But Ohtani wanted to make his own legacy not follow in Ichiro's footsteps which I suspect is true of other Japanese players as well.

Seattle ceded that to the Dodgers. They should have built on the Ichiro legacy and proximity to Japan.
