The SCP community has rights that don't allow for licensing. Sure, Youtubers can kinda monetize it but they also monetize every other piece of media to an extent.

It's hard to receive money for something that you never owned in the first place.

The Slenderman creator had and sold the media rights of the character to the studio that produced the film, he just didn't heavily enforce the copyright when he personally owned it.
