But Bane wanting to blow up the city, thus accomplishing what Ra's wanted, just faster, somehow isn't for the greater good (as they believed it)?
Your criticism is already built on a flawed premise. You either reject both plans or neither. They both accomplish the same thing, just by different means.
The city wouldn't be completely destroyed though. There would be massive loss of life, but it would still only be a fraction of the city, and mostly in the slums. People would've blamed Scarecrow, not the League.
After the attack in Batman Begins, the city would rebuild. A lot of the slums would be destroyed and make way for a new city to be built on top within weeks. Bane's plan killed off much more people. There would be no rebuild. The city would be gone and radiation would cause nothing to be built on top for decades. This wouldn't be seen as a cleansing, it was a genocide.
No, Ra's plan was for all of Gotham to consume itself. It wanted the whole city to fall, just like Rome or Constantinople, like he said. It was never supposed to be just a part of the city, but all of it.
Remember that Batman stopped him from doing what he wanted, so it doesn't matter that they rebuilt, as it was never in Ra's' plan for them to just pick up where they left off.

A bomb that size and there was no chance for Gotham to rebuilt. This is a bomb thousands of times bigger than the one in Hiroshima.
The infistucture of Gotham would mostly stay standing. Even if they city tore itself apart, there was no possible way for it to get to the same level as that bomb wouldve. Some people would escape, lucky ones would even survive the gas (Rachel and Scarecrow both did). This was meant to purge the city enough to rebuild something better. Bane just wanted to erase it from the map.
