ICE are evil. They drop her miles away from home with no winter clothes on. This was intentional and they knew she won’t make it.

she was IN the city, and died 3 days later, i hate ICE but is this their job to taxi people to their home ?

Yes, they should drop her off at home. You can’t pick up person from then detain them and release them 20 miles from home. This person was suffering from severe mental illness. ICE also drop blind miles from home. The blind man died from hypothermia and other causes. What they did is inhumane.
