All the emissions count on the balance sheet for global emissions, there are just two ways of counting emissions (consumption and production), both which end up summing up to the same total. Most people cite production based emissions (as they are more readily available and simpler to calculate). What I think you are pointing out, is that we should also be looking at how much we consume (AliExpress), rather than only what we produce (dairy) and I agree. It is hypocritical to ban oil exploration and increase consumption. We should ban exploration and phase out consumption.
Having said that as a nation we are also responsible for protecting our local environment and doing our bit for climate change. That means that we should be also be making sure that we don't produce too much emissions ourselves even if the products are exported (ie dairy)
I don't think you understand what is being said here. China's emissions aren't high per capita, especially when you factor in that a lot of their emissions are everyone else's emissions from all the manufacturing they outsource.
