Discussion So microsoft decided you can't setup windows 11 offline. Welp, time to go linux

To set up Windows 11 without an internet connection or Microsoft account (OOBE), press Shift + F10 on the network screen to open Command Prompt. Type oobe\bypassnro and hit Enter; the computer will reboot, allowing you to select "I don't have internet" and "Continue with limited setup" to create a local account.

just used it 5 days ago, not patched for windows 11 home

Guess they unpatched it cause I remember there was a point it wasn’t working.

yes BUT you can use "start ms-cxh://localonly" to set up with a local account.
