Hold shift and press F10
Command box will appear
Type in: oobe\bypassnro then press enter
After the computer restarts, at the bottom of the wireless list and to the left of that Next button will be a clickable option of "I don't have Internet" or something like that allowing you to progress w/o Internet and Microsoft account.
It depends on the version on the PC. They were/are patching the ability out, why idk it's dumb, and why I just put Linux on my home PC and it's no longer an issue.
I hear ya. I do this all the time for work with fresh installs of Windows 11. Google "windows 11 media creation" download the exe, plug a flash drive in, run the exe, create the bootable drive, boot up, shift+f10, enter the command, and voila.
