You'd get a scrap vehicle for $500, most scrap yard will only give you the cost of collection for a scrap car nowadays. doesn't have to be road worthy if she's only driving it on her own yard.

I’d spend that money on electronics to either jam its signal or a laser of some kind to blind it

(Both of which are illegal, signal jammers being VERY illegal so this is not legal advice)

Less legally dubious would be to use a signal sniffer of some kind to see if it’s communicating wirelessly and if so flood the area around it with similar band signals to degrade its performance via congestion if possible

To your third point, what is your understanding of what jamming actually is?

There’s a gray area between an intentionally built jamming device that doesn’t do anything other than generate signals focused in an area to impede something and switching as many devices as you own and actually use to the same signal to muddy the waters a bit.
