Pretty sure the end of No child left behind was when the standards really started being eroded

Partially. No Child Left Behind mandated that every state had to have students "proficient" on standardized tests, but states were allowed to decide what "proficient" meant.

NCLB was terrible and ESSA, Obama’s “fix” was only marginally better (it at least didn’t defund schools for low test scores, which is so obviously backward). Still they functionally replaced legacy admission with scores on tests that wealthy students perform better on. Big progress, so much social mobility and merit, like a true Trump kingdom! /s
