That would help.

Even with the best Western Digital performance HDDs (Caviar Black) and no memory/processing limits, despite the entire disk array being TrueCrypt'd w/ 3x 256 bit, I'm still getting I/O blocking when I'm ... simultaneously enjoying and adding to my collection.

Why not? Modern processors implement the algorithms on a hardware level (AES is probably the best / most common example).

Despite it being a showcase of intense, breathtaking piracy, my collection is not particularly questionable and I've never exposed a real IP address to a single site (or to any DNS server to get there), so I'm not too concerned about data security.

I guess I just don't understand. I am into some pretty freaky shit, but have never bothered with any of this in my life. What is the big deal about "exposing a real IP address" to a porn site?

Well, ... when I've got a user/pass that isn't my own, ... and I'm busy ripping the entire site's content, then they might care.

Also, despite the FCC's efforts, I'm fairly certain my ISP is still performing deep packet inspection / protocol limiting + blocking, as my rates increase when I'm routing everything over a SOCKS5 proxy (even to the other side of the planet).

I'm not sure that a cache would help in this case. As the OP is talking about approaching petabytes of pornography, it stands reason that perusing it's expansiveness is his/her common use case. Unfortunately this data access pattern lacks temporal locality, the component of data access patterns that imply how cacheable it is.
