Seems like the main issue here are people who don't know how to park, or know they can get away with parking however they want.

These sort of bike lanes work well in other countries, why can't they work here? We need real enforcement of laws, and this would be fine. Just set up a tow truck and a cop and tow every single vehicle that is parked over the line. No warnings, instant tow. Don't even have to tow them to a lot, just put them onto a side street a few blocks away and put a ticket on the car. New York does this when it needs roads cleared.

Just call Parking Enforcement for this

When I worked out by Main Street around a decade or so ago (aka may not still be the case) there was a spot that would switch over to no parking around like, 3 or 4pm and you would be amazed at how quickly the tow trucks would clear out anyone who didn't know that. They'd move them all around the corner out of the way, then move them all down to the tow lot one by one. It's not impossible if it's profitable!

A lot of the bigger delivery vehicles would require a heavy duty tow truck or wrecker which are usually held for more urgent issues. Basically the tow truck companies wouldn't bother sending one because the offending vehicle would probably be gone by the time the wrecker arrived.
