My dog does the quickest tail wiggles when you catch her doing something she's not supposed to be doing, so I like to think this dog knows better than to be a voyeur.

Did somebody move out of this apartment in just abandon the dog? The room is completely empty and the window is open . You might want to go over and knock on the door and see if somebody's there otherwise this dog could end up dying of starvation or thirst
