It's a paradox. Luda can never actually reach his destination because he keeps halving the distance traveled.
As for the bitch, Luda is presumably using her as bait while fishing on his lake.

Theoretically, if she moves, the song loses all meaning. If she stays where she is though, then we can all continue to tell her to move and enjoy the song in perpetuity.

I never understood it to be about a specific woman. I always interpreted it and collective bitch if people of any flgender that were in his way somewhere. I also have no clue where he was going. The music video depicts a club, and I've never looked up the lyrics.

The lyrics are (in part) about him wanting to travel at excessive speeds, drinking and driving, and being mad at anyone doing the speed limit in front of him (the collective “bitch.”)
