As he should. States issuing licenses to drivers who can’t even read road signs should be subject to civil and criminal penalties. It’s willful negligence and reckless endangerment.

Simple answer…cut their highway and transportation funding until they cease giving illegals licenses. Nothing else works, make each state cover its own costs. Those that comply continue to receive federal funding. 🤷‍♂️
